  • Meet the minimum English language requirements (CLB Level 5) in English or French in all four modules: reading, writing, listening and speaking.

Given the popularity of this program, it is restricted to a limited number of applicants each year.

This is the only program in Canada that provides for a risk-free passive investment, and which is fully guaranteed by the provincial government. The Quebec Investor Program does not require the applicant to create a business or make risky investments.   • Applicant is not required to invest in or create/operate a business
  • Investment is only required after application has been approved by the Quebec government.
  • Knowledge of French language is not required. Applicants who provide evidence of knowledge in French will receive priority processing.
  • Age is not a factor.
  • Secure permanent residence for entire family (including dependent children under the age of 22).

Program Requirements:

  • Applicant must have a minimum net worth of
    $2 million CAD, alone or combined with
    spouse.
  • Must have at least two (2) years of
    management experience in the preceding
    five (5) years prior to the selection of
    application.
  • Must have the intention to reside in province
    of Quebec.
  • Invest $1.2 million, risk-free, for five (5) years at 0% interest. Preauthorized financing is available.
